Structure of Government
Liberia operates a unitary presidential constitutional republic. The President, elected by popular vote, serves as Head of State and Government and chairs the Cabinet. The Cabinet is the highest decision-making body in and the principal mechanism to achieve coordination across government in Liberia. It comprises heads of ministries, agencies, and state-owned enterprises responsible for sectoral governance and policy implementation.
Legal Mandate
The Cabinet Office manages cabinet processes by providing strategic, procedural, and technical support to the President and Cabinet. Such support includes policy development, decision-making processes, monitoring implementation, and fostering accountability to follow up on cabinet decisions, and to serve as coordinator and facilitator between the Office of the President and the cabinet. Generally, the Cabinet Office ensures accountable, responsive, and result-driven governance, efficient decision-making, and impactful implementation of the national development agenda for the government of Liberia across government institutions through the execution of appropriate programs and policies.
History of the Cabinet Secretariat
The Cabinet Secretariat of Liberia traces its formal origins to the establishment of the Directorate of the Cabinet through the Executive Law of 1972, enacted by the National Legislature. Under Chapters 5 and 6 of this law, the President of Liberia is empowered to appoint ministers and constitute a Cabinet to support executive governance. Initially functioning as a modest directorate headed by a Director General, the Cabinet Secretariat gradually evolved into a more institutionalized and professional body within the Executive Branch.
However, its growth and effectiveness were severely disrupted by the outbreak of the civil war in 1989, which caused a significant setback in its operations and institutional continuity. Following the 2003 Comprehensive Peace Agreement and the return to democratic rule in 2005, efforts were renewed under President Ellen Johnson Sirleaf to modernize governance structures, including the revitalization of the Cabinet Secretariat.
These reforms ushered in a new era of technocratic leadership and administrative reform. In recent years, particularly since 2024, the Secretariat has expanded its functions, launching key initiatives such as the Performance Management and Compliance System, the Citizens' Feedback Mechanism, and the National Performance Results and Report. It has also strengthened regional engagement through study tours and intergovernmental cooperation. Today, the Cabinet Secretariat plays a critical role in managing Cabinet processes, supporting evidence-based decision-making, and monitoring the implementation of executive policies across government.
