In his earlier public service, he led Liberia’s attainment of the HIPC Completion Point in 2010, securing the cancellation of nearly US$5 billion in debt, and championed key reforms such as the passage of the Public Financial Management Law, the introduction of the Integrated Financial Management Information System (IFMIS), and the adoption of IPSAS accounting standards. He also spearheaded funding for major infrastructure projects including the Redlight–Guinea border and Monrovia–Buchanan highways, and increased budget transparency and introduced the County Development Fund.
As Foreign Minister, he concluded major bilateral agreements, represented Liberia at global diplomatic forums, and helped reopen several diplomatic missions for Liberia around the world. As the current Minister of Finance and Development, Minister Ngafuan played a central role in the development of the “Arrest Agenda for Inclusive Development” and Liberia’s 15 County Development Agendas. Beyond government, he has served on the Board of Ecobank Liberia and led the 2017 presidential campaign for Joseph Nyuma Boakai. Minister Ngafuan holds an MBA in Finance and Accounting from the University of Rochester, a BBA in Accounting and Economics from the University of Liberia (summa cum laude), and a diploma in Accounting from Booker Washington Institute.

As the Dean of the Cabinet, she serves as an advisor to the President of the Republic of Liberia on foreign policy and helps to shape strategic policy direction in the implementation of national priorities in Liberia.
She’s is currently spearheading Liberia’s economic diplomacy agenda, strengthening bilateral and multilateral partnerships, enhancing the country’s international reputation, and leading key reforms in the foreign service—including the decentralization of passport services and the expansion of Liberia’s diplomatic presence abroad.
Prior to her appointment as Foreign Minister, she held senior leadership roles within the United Nations, including UN Resident Coordinator in South Sudan and Nepal, Deputy Special Representative of the Secretary-General and Assistant Secretary-General in the UN Peacekeeping Mission (UNMISS).
Before her international career, Minister Nyanti served as Director of the National AIDS Control Program, where she led the mobilization of Global Fund resources to fight HIV/AIDS.
A passionate advocate for women's empowerment and inclusive governance, Minister Nyanti is recognized for her empathetic and principled leadership style—marked by integrity, service, and a commitment to justice, peace, and sustainable development.

She served in a wide range of strategic roles within the Armed Forces of Liberia (AFL), including Company Commander, Provost Marshal, Legal Officer, Assistant Chief of Staff for both Personnel and Operations, and later as Deputy Chief of Staff. She also represented Liberia in international peace operations as G-5 Plans Officer with the United Nations Multidimensional Integrated Stabilization Mission in Mali (MINUSMA).
Prior to her current appointment, she served as Deputy Minister for Operations at the Ministry of National Defense. As Minister, she serves as the President’s principal advisor on military and defense matters and is responsible for policy development, civilian oversight, interagency coordination, and representing Liberia in regional and international defense forums. She also oversees the administration, budgeting, logistics, and operational readiness of the AFL, ensuring the armed forces remain professional and subordinate to civilian authority. General George holds a Master’s degree in International Relations from Webster University, a Bachelor’s degree in Criminal Justice from AME Zion University, and has completed extensive military and professional training in the United States, Sierra Leone, Italy, and Egypt. She is a graduate of the U.S. Army Command and General Staff College and has earned certifications in defense decision-making, strategic leadership, counterterrorism, and public sector management.
Her leadership reflects Liberia’s ongoing commitment to democratic civilian control, security sector reform, and regional stability.

Dr. Nuetah began his professional career as Planning Officer at the Ministry of Agriculture in 2003 before traveling to the People’s Republic of China for his graduate and postgraduate studies (2005-2011).
Upon his return to Liberia, Dr. Nuetah served as Senior Economist responsible for macroeconomic analysis and forecasting at the then Ministry of Finance of Liberia before being promoted to the position of Assistant Minister for Economic and Financial Sector Policy at the Ministry of Finance and Development Planning. After about four years of service at the Ministry of Finance and Development Planning, Dr. Nuetah moved to the IMF in 2015 where he served as an Economist. Most recently, he served as National Consultant for the World Bank to develop Liberia’s Food Security Crisis Preparedness Plan (FSCPP). Prior to joining the World Bank as a consultant, he served in the capacities of Value Chain and Food System Expert as well as Program Policy Officer at the World Food Programme (WFP) Liberia country office, and then to WFP Uganda office as Value Chain and Food System Consultant.
Dr. Nuetah has also served as a consultant for the African Development Bank in project proposal development and conducted an assessment of Public Policy and Agricultural Development in Liberia funded by the Chinese Government through its Embassy in Liberia. Dr. Nuetah has also served as National Consultant for ZOA-Liberia in project evaluation, and the ECOWAS Commission for development of Liberia’s Food Security Storage Strategy. In addition to his consultancy experience, Dr. Nuetah also served on the USAID-funded Liberia Economic Policy Dialogue Activity project as Policy Reform Expert/Principal Economist.
He is an academic, serving as an Assistant Professor of Agricultural Economics at the University of Liberia, and has also lectured part-time at the Alexander B. Cummings School of Graduate Studies of the African Methodist Episcopal University in Liberia. Dr. Nuetah earned his Bachelor of Science in General Agriculture from the University of Liberia before pursuing master’s and PhD degrees in Regional Economics and Agricultural Economics at China Agricultural University in Beijing. He has undertaken advanced professional training in macroeconomics, including Tax Administration and Revenue Forecasting at Duke University (USA) and Public Financial Management at the IMF Training Institute. His expertise covers Financial Programming and Policies, Macroeconomic Diagnostics, Financial Market Analysis, Debt Sustainability Analysis, Macroeconometric Forecasting, Data Analysis using Excel, Tax Analysis, Governance, and Macroeconomic Management in Natural Resource–Rich Countries. A committed researcher, Dr. Nuetah has published and contributed to multiple articles in peer-reviewed journals.
Currently, Dr. Nuetah serves as Minister of Agriculture of the Republic of Liberia.

His leadership covers three key departments: Technical Services, Administration, and Rural Development, ensuring strategic investments in road and bridge projects that expand national connectivity, facilitate cross-border trade, and improve farmers’ access to markets.
Before his appointment, Hon. Giddings served as Deputy Minister for Administration at the Ministry of Public Works (2014–2018), managing financial systems, procurement, human resources, and asset management.
He began his public service in 2007 as Program Assistant in the Liberia Reconstruction and Development Committee Secretariat, contributing to the launch of the 2008 Poverty Reduction Strategy, later heading the Secretariat of the Economic Management Team and serving as Senior Program Officer in the President’s Delivery Unit under a World Bank–supported infrastructure program. From 2018 to 2023, he was Chief Executive Officer of Lalefette Services Incorporated, a transport logistics and management consultancy. He has also worked as a Research Associate on a Rockefeller Foundation–funded study of Liberia-China economic engagement and has been a lecturer at the African Methodist Episcopal University since 2007, joining the United Methodist University faculty in 2019.
Hon.. Giddings holds a Bachelor’s degree in Management with a minor in Economics from the African Methodist Episcopal University and a Master’s degree in Business Administration with a specialization in Marketing from Wuhan University of Technology in China. A dedicated public servant and educator, he also serves on the AME University Foundation Board and has led community service initiatives including the establishment of Liberia’s first computer laboratory for visually impaired students.

Dr. Kpoto has served as President of the Liberia Medical and Dental Association, President of the University of Liberia Student Union, and Director of the Epidemiology Unit at the Ministry of Health, which later became part of the National Public Health Institute of Liberia. She is a member of several international professional bodies, including the American Public Health Association and the World Laparoscopy Association.
As Minister of Health, she is focused on addressing equity gaps in healthcare access and outcomes, advancing reforms that strengthen Liberia’s health system.
She holds a Bachelor of Science in Chemistry and Biology from the University of Liberia, a Doctor of Medicine from the A. M. Dogliotti College of Medicine, a Master of Public Health from Tulane University, a PhD in Tropical Medicine from the University of Liverpool, and a Master of Medicine in Obstetrics and Gynecology from the University of Nairobi. She has also pursued advanced training in fertility treatment in India and earned a Postgraduate Diploma in Sexual and Reproductive Medicine from the University of South Wales.

Her career began as a coordinator and counselor for the federal TRiO Program – Talent Search at the Community College of Rhode Island, where she championed the educational aspirations of disadvantaged students. She went on to join the University of Rhode Island in academic affairs and as an adjunct faculty member, also serving on the President’s Commission on the Status of Women to promote gender equity.
Dr. Jallah’s leadership in higher education continued in the United States, where she held senior academic and administrative roles, including Associate Vice President for Academic Affairs in the Division of Student Success and adjunct faculty at Delaware State University. She later returned to Liberia as Deputy Director General for Training and Manpower Development at the Liberia Institute of Public Administration (LIPA) and as Country Coordinator for the Anglophone West African Regional Public Sector Management Training Program.
A key contributor to Liberia’s educational reform, Dr. Jallah served as a consultant to the Ministry of Education, leading a comprehensive review of the Technical and Vocational Education and Training (TVET) system. Her work laid the foundation for a more responsive vocational education structure, bridging the skills gap and equipping Liberian youth with practical, market-ready competencies.
Her impact has been recognized both nationally and internationally. She is the 2020 recipient of the American Council on Education–Women’s Network Delaware “Rising Star” award, alongside multiple U.S. higher education leadership and service awards. On July 24, 2025, she was honored with the distinguished Dame Grand Band of the Humane Order of African Redemption (DGB-HOAR) by His Excellency Joseph Nyuma Boakai, President of Liberia, at the National Investiture Ceremony.
Through her exceptional leadership and steadfast commitment to inclusive, quality education, Dr. Jallah continues to drive transformative change, positioning Liberia as a leader in educational reform on both the national and global stage.

Mr. Kwabo is a public policy professional and researcher with more than three decades of experience spanning the public, private, and non-governmental sectors. His areas of interest and expertise include governance and democracy, public policy, conflict, and peacebuilding.
He is the co-founder and a former Director of the Center for Policy Studies (CERPS), an independent policy research institution established in collaboration with eminent Liberian scholars. CERPS is dedicated to rigorous, evidence-based research on policy issues vital to Liberia’s development and the broader West African region.
From 2011 to 2013, Mr. Kwabo led the National Core Team and served as Head of the Secretariat for Liberia’s long-term national visioning initiative. In this role, he was a principal drafter of Liberia Vision 2030, the country's strategic development framework.
Earlier, he served as Executive Director of the Truth and Reconciliation Commission (TRC) of Liberia, which was mandated to investigate gross human rights violations and breaches of international humanitarian law committed during Liberia’s civil conflicts.
Mr. Kwabo is also the co-founder and current Chair of the Board of Directors of Liberia Democracy Watch (LDW), a not-for-profit, pro-democracy, and research organization he established in 1996 alongside former classmates from the University of Liberia. LDW promotes democratic governance, civic participation, and accountability.
Additionally, Mr. Kwabo worked in Washington, D.C., with non-profit organizations that promote civil liberties and community and neighborhood initiatives for low-income families. He is married and has two children.
He previously served for ten years as a Special Assistant and Assistant Minister at the Ministry of Labor, starting with the administration of Interim President Dr. Amos Sawyer. During his tenure, he coordinated international labor affairs and provided policy oversight on the implementation and enforcement of international labor standards.
Mr. Kwabo holds undergraduate and graduate degrees in Political Science, International Relations, and Conflict and Peace Studies from the University of Liberia and the School of International Service at American University in Washington, D.C., respectively.
