Monrovia, Liberia, April 22, 2025 – In a bid to strengthen effective public service delivery and meet overall goals of government’s Arrest Agenda for Inclusive Development or AAID, the ministry of state for presidential affairs through the cabinet secretariat has kicked off two days intensive technical training on Performance Management Compliance System or PMCS for over 100 focal person’s across government institutions.

The objective of the training is to provide institutional PMCS focal person with hands-on technical support to finalize smart 2025 performance target that are aligned with the AAID, institutional mandates and national priorities.

The Director General of the Cabinet, Mr. Nathaniel T. Kwabo, explains that the training is meant for the performance management compliance system of persons, who are actually dedicated or designated by their respective institutions, to work with the cabinet secretariat, in implementing the performance management and compliance system.

“As you know, last year we did a training for about 280 persons and I think the same number of persons that we’re dealing with this year. Last year the training was focused on just target settings, just as this one.

But last year we had two targets, so to speak. As I always said, it was just meant to get people used to the system, familiarize themselves with the system. So two targets were set”, he says.

According to him, one of the targets is development and publication of the service delivery charter that is those things that you set out to do as an entity in government based on your mandate. And then the second target was to develop and build the systems, the capacity of the institutions to implement the service delivery charter.

Now this year, which is the second cycle, 2025, the training is focused also on target setting. But now it is more expansive because the development of targets will also be based on the arrest agenda and specific pillars within the arrest agenda.

So, if you are the municipal of health, for example, your institution will be setting targets for the year; it will be based on how you will deliver on the arrest agenda for inclusive development, in addition to your mandate, which is the service delivery charter”, says Mr. Kwabo.
